I went to a russian store today and bought some chocolates based on how cute the wrappers were. It seemed to work fairly well as a decision-making method.

Yes, cute wrappers usually mean good chocolate. Sounds as effective as any other method of choosing.
Russian chocolate is always good, but there are differences in taste, depending where it was made.
This particular one is not the best "clumsy bear" you can find. i would also suggest to try "Belochka" or "squirrel" in English.
